CARLINGFORD HERITAGE LIMITED INVITES PROPOSALS FROM SUITABLY QUALIFIED DESIGNER/GROUP PRACTICES FOR THE CONSERVATION/ RENOVATION OF THE FORMER RAILWAY STATION HOUSE CARLINGFORD AND SURROUNDING AREA. PROPOSALS WILL COVER:

PHASE 1

DESIGN CONCEPT FOR RENOVATION OF THE STATION HOUSE (currently tourist office) AT CARLINGFORD COUNTY LOUTH

PHASE 2

CONCEPT CREATION OF A CIVIC SPACE - ENCOMPASSING THE ENVIRONS OF THE STATION HOUSE, CAR PARK AND THE GREEN AREA AND HARBOUR FRONT AREA

On the basis of expressions of interest, a short list of designers/group practices may be invited to submit detailed proposals (see assignment brief) from which the winning proposal will be selected.

Assignment Brief

Carlingford Heritage Limited (the Trust) seeks to appoint a suitably qualified designer/group practice to advise and assist the members of the sub-committee to finalise plans for the renovation and redevelopment of the Station House and surrounding area in Carlingford. The selected designer/group practice will work interactively with the sub-committee in the preparation of an agreed design concept and detailed plan for the renovation of the station house and enhancement of surrounding area (as two distinct projects). On the basis of a final agreed plan for the station house, they/he/she will advise and support the sub-committee on the preparation of tender documents to be submitted as part of an application for Leader Programme co-financing. Proposals for related projects may be the subject of separate applications for financial support from other funding sources.

The challenge in the assignment will be to design a low-cost, high prestige (signature) and sustainable project in keeping with the unique natural and built surrounding environment.

To take part in the competition for selection, prospective tenderers should submit an expression of interest which will include:

  • Statement of motivation
  • Track record (including web link)
  • Indicative fee rates.

A short list of tenderers will be invited to present proposals structured as follows:

  • Section demonstrating understanding of the brief;
  • Section setting out the proposed concept and outline design for the station house (indication of overall cost of project) and sketched outline for development of surrounds (indication of overall costs);
  • Section setting out methodology – including methods of working with sub-committee and consultation with other stakeholders;
  • Curriculum Vitae and references of previous work;
  • Financial proposal

Background

The Trust has agreed  to a  lease of the Station House Carlingford, from Louth County Council. The Station House building  presently houses the Tourist Office. The Trust now seeks to appoint a designer/group practice to assist the Sub-committee for the renovation of the station house to prepare a detailed project plan for submission to Louth Leader Partnership. We would point out that as this project is dependent upon public funding, the project will inevitably be modest.

Further opportunities may arise for related development projects in the immediate vicinity for which separate funding will be sought from other agencies. The Trust will be working in close collaboration and partnership with Louth County Council at all stages of the development initiative.

There are three elements to the project which are likely to be completed in phases.

  1. The green area and children’s playground (the latter previously funded by the CLHT)
  2. The Railway Station House and its environs (bottle bank removal, landscaping, car park…)
  3. The tennis courts and environs.

GREEN AREA

The prospect of the village and its setting is readily encompassed from this park. This area is much used and enjoyed...people relaxing on the bank watching younger ones play…rallying point for school groups…the Carlingford Adventure Centre use the green to give informal talks to their charges. There is a children’s playground albeit too close to fumes of cars. The green area should continue to be a well functioning and happy space.

THE RAILWAY STATION HOUSE AND ENVIRONS

The building is a protected structure. One of the conditions of the lease is that the tourist office be accommodated in the renovated building. There is a need for a back office. Ancillaries would be required, the oil tank remotely located. The three windows in the middle facing the sea are not part of the original structure. Though the building has had minimal maintenance over the last few decades, such is its quality, it presents no major conservation challenges (see recent surveys).

A plinth/terrace surrounding the building would overcome the problem of the exposed substructure. There is a requirement for a place to sit outside, for locals and visitors. A temporary exhibition space may also be accommodated within the building. The space taken up by the bottle banks (to be relocated) and the cars should become a garden with seating and paths, leading to the building. Casual trading will continue to be accommodated.

THE TENNIS COURTS

With outdoor table-tennis, chess, framing for market stall awnings, amphitheatre (3 rows maximum), planting and other elements can be employed reflecting Carlingford’s marine past and future. It will take cognizance of the sea once lapping the walls of Taaffe’s Castle. Design of this area must be vandal proofed and lend itself to ease of maintenance.

A Topographical Survey of the whole area will be furnished, showing existing services etc. The designer will be responsible for familiarising himself with the fabric of the Station House.

This is a mere outline brief and can be developed as events dictate, cost awareness and availability of funds to the fore.

THE DESIGN BRIEF WILL AT ALL TIMES (FROM ACCEPTANCE OF THE BRIEF TO DELIVERY OF THE PROJECT) KEEP THE TRUST AWARE OF COSTS AND WILL EMPLOY THE LATEST DESIGN THOUGHT ON ALL ASPECTS OF THE PROJECT.
